Tal is a principal consultant for Portland Data Works. Tal has extensive experience in software development of data intensive applications, holding positions as data architect, manager of data management, technical project manager, senior process improvement consultant and requirements facilitator.
A Portland native, Tal graduated from Portland State and the University of Oregon with a bachelor’s degree in computer science and a master’s degree software engineering.
Led adoption of agile development process in order to improve the reliability of software releases. Delivered 3 releases for a large health inusarnce self enrollment portal on schedule and within the bedget. We moved T-SQL code to Visual Studio database projects and started automated build process and a quicker deployment process. Groomed backlog and tracked effort vs actual time to bill the customer. Developed web pages, C# components and t-sql. We defined the XML definition of insurance enrollemnt forms and then created a C# dll to create the required PDF forms as needed.
Designed and developed a scheduling database for a cloud based analytics and reporting system. This allows customers to create their own warehouse and analytics for their own web sites.
Developed company T-SQL coding standards and mentored developed teams in adopting best practices for an internet startup creating an hourly job board and predictive analytics to the hiring process. Standardized data elements and customer configurations to improve data quality in the data warehouse. SQL Server performance and tuning to improve system performance and throughput.
Developed data models, use cases, and the database design for a data intensive web application for jobseekers. Created job search matching algorythm. Facilitated estimates, evaluated risks and coordinated priorities with the development team.
Facilitated user requirements and use cases for a portal web site generator. Designed new database features and developed C# components automate the creation of web portals for the customer's travel web site.
Optimized SQL Server procedures used to import large volumes of health insurance claims records
Facilitate requirements meetings and published data and process models for a commitment tracking system for the DOE. Designed and developed the database based on those models and mentored junior members of the team.
